Brother Oluwole A. (OJ) McFoy Rho Lambda Fall 2002 is the General Manager of the Buffalo Sewer Authority, which operates a treatment facility and regional collection system that serves over 550,000 Western New York community members. He is responsible for delivering on Buffalo’s 20-year, $400 million commitment to eliminate the effects of combined sewer overflows in Buffalo’s Great Lakes waterways. Brother McFoy began his career at Buffalo Sewer in 2006 as the Chief Operating Officer and has held multiple positions since, including Chief Financial Officer and Chief Engineer. Prior to joining Buffalo Sewer, his early career involved project engineering and management at a regional architectural and engineering consultant firm. He holds a B.S. degree in Civil Engineering from Clarkson University and is a licensed Professional Engineer in New York.

Successfully advancing the BSA’s LTCP to include historical investments in green infrastructure, smart sewers, and critical traditional/gray infrastructure upgrades. The BSA’s LTCP has evolved to be more efficient, effective, and inclusive.
Decreasing operational costs through energy initiatives, biosolids, and biogas management improvements and more.
Starting the City of Buffalo’s “Rain Check” program – an important part of the green infrastructure initiatives included in

the BSA’s LTCP, but also a key public education endeavor. • Advancing the largest Environmental Impact Bond in the
country at $30 million. The funds from this investment would allow the City of Buffalo and Buffalo Sewer Authority to capitalize on the Rain Check program.
O.J.’s outstanding work has garnered BSA recognition by NYWEA with its Municipal Achievement and Public Education awards, selection for an Envision Bronze Award and an APWA award for its Willert Park improvements project, and numerous Certificates of Achievement for Excellence in Financial Reporting.
Brother McFoy is a critical voice within NYWEA, previously serving as Vice Chair of the Utility Executive Committee and speaking at the opening sessions of NYWEA conferences on a range of topics from affordability to diversity/inclusivity. He is also a key member of the State and Western Chapter Boards. O.J. has also served as NYWEA’s representative to the Water Environment Federation House of Delegates, on the US Water Alliance’s Water Equity Taskforce, and on the Board of the National Association of Clean Water Agencies. Brother McFoy has spoken at numerous national events, including most recently at the October 2020 “National Forum for Imagine a Day Without Water” held by the Value of Water Campaign. Recognizing the opportunities afforded him, Brother McFoy enjoys bringing engineering into the classroom and frequently presents to elementary, middle, and high school students. As a FIRST Lego League Jr. technical advisor for TEAM 2713, McFoy is most proud of introducing 1st and 2nd graders to anaerobic digestion during the Waste Wise challenge, receiving regional awards for the Team’s Lego facility model and presentation board.
